Actually never got it working with just the VTF plugin in photoshop you will need a program called VTFedit (which is free)
from here http://nemesis.thewavelength.net/index.php?c=158
best instructions I can give you are these:
create a new file or resize a file in photoshop or whichever image software you use to 256 x 256 pixels then save the file as a targa bitmap ( .tga) making sure its 32 bit
then import that file in VTFedit and uncheck the dialogue “generate mipmaps”
then save it and of course place a copy in both the folders that are instructed in that text which I think are /program files/steam/steamapps/(your user name)/team fortress 2/tf/materials/VGUI/logos and also another copy in the subfolder in there called “UI”
Oh and with regards to screenshots. correct press F5 and get them from here: /program files/steam/steamapps/(your user name)/team fortress 2/tf/screenshots but they will be in tga format
happy shopping
